Everton have applied for a place in next season's Intertoto Cup.
The Blues are still competing in the Uefa Cup this term, and also have designs on securing a spot in the Champions League via their Premier League position.
But Spurs winning the Carling Cup means one of England’s spots in next season's Uefa Cup has been filled already.
And Everton have moved to ensure they are considered for the Intertoto Cup, which can lead to a Uefa Cup second qualifying round place.
Aston Villa, Manchester City and Blackburn have already confirmed they are willing to participate in the competition, with England's one place going to the team that finishes highest in the league without qualifying for Europe by other means.
Everton CEO Keith Wyness told evertonfc.com: "Clearly European qualification through our league position or via the Uefa Cup is our main priority.
"However because of the deadline for Intertoto Cup applications, it would be remiss of us not to put our name forward."
Last season Blackburn progressed through the Intertoto Cup and went on to play in the First Round of the Uefa Cup.
But they then lost out to Larissa, who were subsequently in the same pool as Everton in the group stage.
