Centre-back Feeney skippered David Unsworth's Young Blues to a second title success in three seasons and could lift a second piece of silverware when Everton host Newcastle United Under-23s in Wednesday's Premier League Cup final.
The 20-year-old, who joined Everton aged seven, played 17 league games this term and helped his side record nine clean sheets in those matches.
Striker Sambou appeared in every league fixture and hit winning goals against Leicester City, West Ham United and Manchester City.
The Everton pair are joined in the running for the prize by Eddie Nketiah of Arsenal, Brighton & Hove Albion's Aaron Connolly and Danny Loader of Reading.
Southampton's Will Smallbone, Rafael Camacho of Liverpool, Newcastle United forward Elias Sorensen and Norwich City player Adam Idah complete the nine-strong shortlist.
The identity of 2018-19's Premier League 2 Player of the Season will be revealed on May 16.
The Premier League Cup final takes place at Goodison Park on Wednesday night (7pm).
Entry to the game is FREE, with unreserved seating available via gates 48/49 and 53/54.
No tickets are required but children under the age of 16 must be accompanied by an adult.
