However, after making his competitive international debut against San Marino in March, there is no place for midfielder Leon Osman.
England's summer campaign will kick off at Wembley on Wednesday 29 May with the visit of the Irish, for whom Seamus Coleman is in a provisional squad of 28, before the Three Lions heads to Brazil, home of next year's World Cup.
The match in Rio de Janeiro is the second of two meetings organised as part of the FA's 150th anniversary celebrations.
Hodgson will be the first manager to lead an England side in Brazil since a famous 2-0 win in 1984.
Meanwhile, Marouane Fellaini and Kevin Mirallas have been named in Belgium's squad for a friendly against Tim Howard's USA on 29 May and a World Cup qualifier against Serbia on 7 June.
Should Coleman make Ireland's final cut he could also be in line to face Georgia, Faroe Islands and Spain.
