I don't believe it has been banned.... it helps with endurance mainly though protein synthesis... it is transported with water into the muscle which leads to bloating... and... I would imagine... in top level athletes who are pushing their body to the limits... dehydration... which is the only instance I am aware of where people have complained about creatine.... if you are running around and sweating etc... the last thing you need is a substance which acts like a diuretic (albeit the water is retained in the muscle instead of being p.issed out).... Long term side effects... I'll put money on it now.. that as long as you consume enough water.. and don't hammer it... the answer will be no...
