What's the red bullseye on the jersey for?

    As some people know I've got Schutzhund training with dogs every Saturday in the CA, so I have to record the game and get the score on my phone while I'm driving. 

    So I'm watching the game, and couldn't help but notice that red circle with a black dot and was like WTF is that. 

    So what is that?
