    Put a cheap camera from argos on each byline and let the ref look at replays on his smartphone. That's all the technology you need. With all this prevaricating by FIFA, you can see the tech merchants rubbing their hands with glee, as their quotes go through the roof.

    What about do what they do in Tennis, and give the managers a few 'challenges' in the game, say 3. The manager uses them, and the ref will review. If the manager is right, then they get whatever the correct decision is, if not, the other team get a free kick or something like that. It would at least give the option to review anyway. You can only challenge during a break in play, otherwise they would use the buggers in a goal scoring opportunity for the opposition!
